Justice Secretary Jesus Crispin Remulla called the alleged contracting schemes of couple Curlee and Sarah Discaya “beyond imagination,” citing their unprecedented reach in public works projects nationwide.
Unlike typical contractors bound by geographic limits, the Discayas allegedly secured projects across multiple regions by lending out their licenses and bypassing competitive bidding rules.
Investigators are tracing records back to 2016, when the couple allegedly began rapidly amassing projects, with estimates of their contracts reaching over PHP207 billion.
From 2022 to 2024 alone, firms linked to them bagged 421 projects worth PHP31 billion, mostly flood-control works.
The DOJ is weighing whether to grant the Discayas state witness status as it prepares to summon lawmakers and DPWH officials implicated in their testimony.
