DEADBEAT DADS FACE PENALTIES UNDER PROPOSED LAW, CHR BACKS MOVE

The Commission on Human Rights (CHR) has expressed support for House Bill 8987, which seeks to penalize fathers who refuse to pay child support despite having the financial means.

CHR Commissioner Faydah Maniri Dumarpa emphasized that economic neglect is a form of violence against women and children, making the bill crucial for single mothers struggling to raise their children.

Filed by ACT-CIS Rep. Erwin Tulfo and co-authored by several lawmakers, the bill proposes up to six years of imprisonment for “deadbeat” fathers who fail to provide support.

The measure is now under review by the House Appropriations Committee to assess funding for its implementation through the Department of Social Welfare and Development (DSWD).

Tulfo stressed that the bill is vital for securing the rights of solo parents, estimated at 15 million in the country, ensuring they no longer have to beg for financial assistance from absent fathers.
