Prosecutors at the International Criminal Court argued that former Philippine president Rodrigo Duterte used public speeches as de facto orders that led to widespread killings during his anti-drug campaign.
During the confirmation of charges hearing, they played clips and presented testimony to show an attack against civilians that disproportionately targeted the poor, minors, and even local officials such as slain Albuera mayor Rolando Espinosa Sr..
Prosecutors said police killings surged dramatically nationwide, supported by a centralized network of officials allegedly led by then police chief Ronald dela Rosa.
They also cited the implementation of Oplan Double Barrel as evidence of a state policy that rewarded killings and shielded perpetrators from accountability.
Judges will decide whether there are sufficient grounds to proceed to a full trial as the defense responds later this week.
