The Commission on Audit (COA) has flagged lapses in the P200-million disaster shelter program, citing weak checks, delayed payouts, and risky cash handling that put funds and beneficiaries at risk.
The Department of Human Settlements and Urban Development (DHSUD) failed to properly verify eligible families, often relying on local government documents instead of house-to-house inspections.
Auditors found payout delays ranging from 59 to 186 days, undermining the program’s goal of providing immediate relief.
COA also noted a case of double payouts and warned that the lack of a centralized system raises the risk of duplicate assistance.
DHSUD has agreed to tighten controls, set clear validation procedures, define timelines, and explore digital payment options to prevent future lapses.
