The Senate Blue Ribbon Committee has subpoenaed documents from the Department of Public Works and Highways after former DPWH chief Manuel Bonoan allegedly submitted incorrect grid coordinates, inflating the number of ghost flood control projects on the Sumbong sa Pangulo portal.
Senate President Pro Tempore Panfilo Lacson said the wrong coordinates misled inspection teams and Malacañang, prompting the DPWH to re-validate around 8,000 projects.
Bonoan, currently in the United States, faces potential liability, and the Senate warned a subpoena could lead to contempt or an arrest warrant.
The committee will also investigate possible links involving former House Speaker Martin Romualdez and alleged property transactions tied to the scandal.
DPWH Secretary Vince Dizon is set to send undersecretaries with documents to shed light on the alleged cover-up and reconcile project records.
