The Mayors for Good Governance (M4GG) have formally requested access to national budget documents from 2023 to 2025 to identify those responsible for anomalous insertions, including controversial flood control projects.
The group, supported by nearly 200 local officials, sent a letter to House Speaker Bojie Dy urging transparency in budget allocations.
Congressional inquiries revealed that flood control projects worth an estimated ₱600 billion were inserted during budget preparation, with allegations of collusion between lawmakers and DPWH officials.
Critics say last-minute budget insertions, often done in secret, have ballooned to as much as ₱2 trillion under the Marcos administration.
To improve transparency, the House abolished the “small committee” that handled these insertions and replaced it with an open plenary process, but some lawmakers call for the release of past committee amendments to fully uncover irregularities.
