Senate President Vicente “Tito” Sotto III defended the Senate’s authority to determine the custody of witnesses cited in contempt, clarifying that the Senate President has the power to approve transfers.
He explained his hesitation to endorse the Discayas for Witness Protection Program coverage, citing their incomplete testimony.
Sotto also addressed criticisms over the return of former DPWH assistant district engineer Brice Hernandez to Senate custody, saying it was made upon request and aligned with the minority’s stance.
On the Blue Ribbon Committee leadership, he noted that its chair does not need to be a lawyer, emphasizing that Senate rules must be followed unless amended.
Sotto downplayed criticisms of his remarks, stressing that his statements reflect personal opinion and should not be taken personally.
