Bagong Henerasyon Partylist Rep. Robert Nazal is advocating for a permanent automatic relief system to support Filipino families and workers during national energy emergencies, similar to the Covid-era Bayanihan measures.
His House Bill 8821, the “National Energy Emergency Relief and Protection Act,” would establish a ready-to-implement legal framework for aid, removing the need to create emergency measures each time a crisis hits.
Nazal cited rising fuel prices from the Middle East conflict as an urgent reason for automatic relief, warning of immediate impacts on transport, food distribution, businesses, and households.
The bill proposes a P100-billion Energy Emergency Relief Fund, a multi-agency council for oversight, and provides cash aid, food support, and livelihood programs for affected families and displaced workers.
It aims to offer a statutory backbone for crisis response, complementing executive actions while ensuring accountability and timely assistance during energy shocks.
