During a Senate hearing, DPWH Secretary Manuel Bonoan faced criticism for the absence of an integrated national flood control master plan, despite the country’s recurring flooding issues.
Bonoan explained that 18 major river basins have “several master plans” in various stages of preparation, with updates considering climate change.
Senator Imee Marcos expressed frustration, noting that these plans are not integrated and questioning the allocation of funds without a cohesive national strategy.
She emphasized the need for a comprehensive plan, referencing outdated efforts dating back to the 1970s.
Senator Joel Villanueva agreed, highlighting the adverse effects on other regions, such as Bulacan, due to the lack of a unified approach.
