Senator Aquilino “Koko” Pimentel III, former finance undersecretary, and public health advocates have petitioned the Supreme Court to halt the transfer of PHP 89.9 billion from PhilHealth to fund other government projects.
They argue that the Department of Finance’s Circular No. 003.2024, mandating the transfer of unused PhilHealth funds for “unprogrammed appropriations,” is unconstitutional and harmful to public health.
The petitioners contend that diverting these funds deprives Filipinos of their right to quality and affordable healthcare.
The Department of Finance defends the transfer, claiming the funds are idle and can aid public investment without harming PhilHealth’s services.
Health Secretary Teodoro Herbosa reassured that the funds would still benefit the health sector, including payment for healthcare worker allowances during the COVID-19 pandemic.
