Leyte Rep. Martin Romualdez, seeking to retain his House leadership in the 20th Congress starting July 28, has pledged to make the national budget process more transparent.
He expressed support for the “open bicam” campaign, which calls for public disclosure and live streaming of bicameral conference committee discussions that reconcile the House and Senate budget versions.
The move aims to address longstanding public criticism over the opaque budget deliberations, which often include unapproved insertions and cuts, a concern even raised by President Marcos.
Romualdez said these reforms are crucial to restoring public trust and ensuring the budget reflects the people’s welfare.
Both Romualdez and Senate counterpart Francis Escudero are expected to retain leadership roles amid the Marcos administration’s supermajority in Congress.
