Senator Raffy Tulfo accused the Food and Drug Administration (FDA) of accepting bribes from multinational pharmaceutical companies, which allows unregistered products to remain on the market while shutting down smaller firms.
During a Senate hearing on the Department of Health’s 2026 budget, Tulfo criticized the FDA for failing to enforce its own advisories despite having sufficient staff.
FDA Director General Paolo Teston said the agency lacks the capacity to fully police sales but is coordinating with pharmacies and online platforms.
Tulfo insisted the real issue is corruption within the FDA, citing a case where a small company’s license renewal was delayed to protect a bigger competitor.
He warned Teston to take action or face calls to step down.
