PHILIPPINE GOVERNMENT ISSUES GUIDELINES FOR INTERNATIONAL HUMANITARIAN LAW COMMITTEE

The Marcos administration has released the implementing guidelines for the executive order creating the Inter-Agency Committee on International Humanitarian Law (IHL).

Signed on November 22, 2024, the order establishes the committee to fulfill the Philippines’ global human rights commitments, including those made during the 2019 International Conference of the Red Cross and Red Crescent.

The guidelines detail procedures and standards to ensure effective coordination on IHL issues and involve various government agencies and stakeholders in promoting IHL awareness and compliance.

The committee will also focus on developing programs, monitoring violations, and commemorating IHL Day each August 12.

Co-chaired by the secretaries of defense and foreign affairs, the committee will collaborate with civil society and other entities to strengthen IHL implementation and track progress.
