The Commission on Audit reported four “ghost” flood-control projects in Bulacan worth P325 million, citing discrepancies in locations, as-built plans, and potential misuse of public funds under DPWH 1st District Engineering Office contracts.
Three projects were linked to Wawao Builders and one to Darcy and Anna Builders & Trading, with several former DPWH engineers and contractors recommended for prosecution for graft, malversation, and falsification of documents.
Auditors found some structures built far from approved sites or not at all, raising questions about payments made under the contracts.
Meanwhile, the Department of Justice is set to take custody of former DPWH engineer Henry Alcantara, a state witness in the probe, from Senate custody this week to the Witness Protection Program while ensuring his availability for legal proceedings.
The DOJ emphasized that Alcantara and other witnesses hold critical evidence to build the case against accused officials and contractors.
