President Ferdinand Marcos Jr. has signed Executive Order 73, raising overseas allowance rates for government personnel deployed abroad in four annual increments.
The order, signed by Executive Secretary Lucas Bersamin, also revises the allowance structure, including living quarters and representation rates, to reflect changes in the global cost of living.
For the first year, funds for these adjustments will come from the Department of Foreign Affairs savings and the 2024 General Appropriations Act.
Future funding will be sourced from the annual national budget. Additionally, the allowances and benefits received by personnel on foreign assignments will remain exempt from income tax.
