The House of Representatives has received a resolution from the Makabayan Bloc urging a joint investigation into alleged systemic human rights violations and abusive practices by the Bureau of Corrections (BuCor).
The resolution calls on the House Committees on Human Rights and Justice to probe abuses in BuCor facilities, including denial of basic needs, arbitrary restrictions, and refusal to engage with human rights monitors.
Lawmakers highlighted the retaliatory ban on Fides Lim, spokesperson for the prisoners’ rights group KAPATID, and criticized BuCor’s treatment of political prisoners compared to privileged inmates like General Jovito Palparan.
The resolution also cited preventable deaths of political prisoners and BuCor’s refusal to conduct forensic autopsies as mandated by the Department of Justice.
House Deputy Minority Leader Antonio Tinio emphasized the need for government institutions to respect human rights and follow the law.
