The Independent Commission on Infrastructure (ICI), created to probe corruption in flood control projects, officially began operations by meeting with Department of Public Works and Highways (DPWH) officials on its first day.
Budget Secretary Amenah Pangandaman confirmed that the commission will initially receive ₱21 million for personnel services, sourced from the Office of the President’s (OP) Miscellaneous Personnel Benefit Fund. At the same time, other expenses will come from the OP’s contingent fund.
The ICI, formed under Executive Order 94, will be led by retired Supreme Court justice Andres Reyes Jr., with former DPWH secretary Rogelio Singson and SGV & Co. partner Rossana Fajardo as members, and Baguio City Mayor Benjamin Magalong as special adviser.
Malacañang said the appointment of an executive director is expected within the week to finalize the commission’s structure and staffing.
Meanwhile, bills have been filed in Congress to grant the ICI contempt powers, which the Palace said President Marcos supports if deemed beneficial to the public.
