The International Criminal Court Pre-Trial Chamber I has denied former President Rodrigo Duterte’s request to appeal a ruling on the disclosure of communications between the court’s Registry and a panel of medical experts.
In a decision issued January 9, the chamber rejected the defense’s bid to elevate the matter to the ICC Appeals Chamber, stating that the request merely sought to relitigate issues already resolved.
The ruling stemmed from a December 11, 2025, decision that denied the defense access to all communications between the Registry and the three-member medical panel tasked to examine Duterte.
The chamber said the defense already had all the necessary information and had misread the court’s findings on the matter.
It also noted that Duterte’s request for an additional medical expert report had been rejected earlier on January 7.
