The Energy Regulatory Commission (ERC) is set to decide on the recovery of around ₱34.5 billion in fuel costs by distribution utilities (DUs) and generation companies (GenCos).
The claims cover past power supply agreements affected by disruptions such as the COVID-19 pandemic, Indonesia’s coal export ban, and the Russia-Ukraine war, which are considered valid grounds for a change in circumstances (CIC).
ERC Chairperson Francis Saturnino Juan said the commission is reviewing both future rates and past collections to ensure accuracy and fairness.
If excess amounts were collected, consumers could be eligible for refunds.
The cases involve Meralco, San Miguel Power units, Phinma Energy, and several electric cooperatives, with contracts spanning 2021 to 2023.
