Pasig City Rep. Roman Romulo highlighted two key takeaways from the final report of the Second Congressional Commission on Education (EDCOM II), which was submitted to Congress and President Marcos on January 23, 2026.
The report identifies 20 priority areas for the Philippine education system, along with proposed solutions.
Romulo emphasized that early childhood care and development (ECCD) for children under five is critical, as stunting or malnutrition at this stage can irreversibly affect both physical growth and cognitive development.
The second priority focuses on Key Stage 1 (Grades K–3), where foundational literacy and numeracy skills must be firmly established to ensure students achieve grade-level reading comprehension and mathematics readiness.
Romulo stressed that addressing these early interventions is essential to building a strong educational foundation for all Filipino learners.
