DOE MOVES TO COLLECT P24B FROM SOLAR PHILIPPINES OVER FAILED RENEWABLE PROJECTS

The Department of Energy (DOE) is pursuing around P24 billion in penalties from Solar Philippines after terminating 33 of the company’s contracts over the past two years, covering more than 11,400 MW of renewable energy capacity. 

Energy Secretary Sharon Garin said the company failed to meet project timelines and contractual obligations, prompting the DOE to reallocate the capacity to other compliant developers. 

The terminated contracts account for about 64 percent of all renewable service agreements canceled in 2024 and 2025, affecting solar, biomass, hydro, geothermal, and wind projects nationwide. 

Garin emphasized that the agency may pursue civil, criminal, or administrative cases against noncompliant developers to ensure only legitimate investors participate in the Philippines’ renewable energy sector. 

The DOE plans to implement a catch-up strategy to keep the country on track toward its target of 35 percent renewable energy in the power mix by 2030.
