The Office of Civil Defense (OCD) is pushing for amendments to the law governing the National Disaster Risk Reduction and Management Council (NDRRMC) to streamline decision-making and improve disaster response.
OCD administrator Undersecretary Ariel Nepomuceno proposed the creation of an executive committee to handle urgent decisions, rather than relying on the full 41-member council.
He also emphasized the need to enhance the country’s early warning system with the help of the DENR and DOST, citing Thailand’s nationwide siren and public address system as a model.
Additionally, the OCD plans to launch an educational campaign on disaster resilience, focusing on local government units (LGUs), responders, and youth.
Nepomuceno urged LGUs to take more responsibility for disaster preparedness, investing in essential rescue equipment instead of depending solely on the national government.
