Comelec Chairman George Erwin Garcia said all election-related contributions must be reported after Senator Rodante Marcoleta admitted withholding donor details in his Statement of Contributions and Expenditures (SOCE).
Marcoleta declared zero contributions in his SOCE for the May 2025 midterm elections, despite spending P112 million and reporting a net worth of P51.96 million in his SALN.
He explained in an interview that some friends asked for anonymity when giving donations, which is why he marked contributions as zero.
Garcia said the Commission will review Marcoleta’s SOCE to ensure compliance with the law, which requires candidates to file full and itemized reports of all contributions and expenditures.
The review follows Section 107 of the Omnibus Election Code, mandating transparent reporting of campaign finances before elections.
