Thousands of sacks of rice intended for Carcar City residents affected by last year’s El Niño remain unverified due to missing distribution records, the Commission on Audit (COA) reported.
Nearly ₱3 million in provincial calamity funds was used to procure 1,073 sacks, but the list of beneficiaries was never submitted, making it difficult to confirm that aid reached intended recipients.
The audit also found accounting lapses, including recording the purchase under the wrong fund and failing to properly track inventory and related expenses.
COA reminded officials to maintain complete documentation under Presidential Decree 1445 and recommended submitting acknowledged distribution lists and following proper accounting procedures.
City officials agreed to implement the recommendations, highlighting the importance of transparency and accountability in disaster relief operations.
