Rep. Brian Poe joined animal welfare groups and government partners on December 17 to highlight efforts against the dog meat trade and push for the swift passage of House Bill No. 1746, or the Revised Animal Welfare Act of 2025.
Poe emphasized that the bill seeks to end all forms of dog cruelty, from transport and slaughter to sale and consumption, closing legal gaps that have allowed the trade to persist.
He cited the killing of a dog named Axle in Mountain Province as a reminder of the need for stronger laws and consistent enforcement.
The proposed law strengthens penalties for violators, expands rescue and seizure powers, and enables the deputization of NGOs to ensure accountability.
The event showcased a coordinated effort among law enforcement, advocates, and local communities to permanently dismantle the dog meat trade in the Philippines.
