The United States and China are set to engage in talks regarding the development of frameworks for artificial intelligence (AI) amidst increasing competition between the two superpowers. The discussions will focus on three key areas: military applications of AI, enabling positive cooperation, and maintaining a realistic approach.
The current state of play reveals that China has surpassed the US in 37 out of 44 technologies crucial for innovation, growth, and military power. These technologies include AI, robotics, biotechnology, advanced manufacturing, and quantum technology. In response, the Biden administration has taken significant measures to slow down China’s AI development, including passing laws to restrict China’s access to critical technology and investing over $200 billion in semiconductor chip manufacturing.
Regulations and controls surrounding AI are currently being formed. Last November, the US and several other countries announced a non-binding agreement that covered topics such as monitoring AI systems for abuse, data protection, and vetting software suppliers. However, the agreement did not address appropriate uses of AI or how data for AI models should be gathered.
Experts hope that the upcoming talks will establish common ground on AI safety and foster cooperation between the US and China. With AI applying to numerous domains, from healthcare to autonomous weapons, it is crucial to manage risks and develop responsible approaches. The talks may also provide an opportunity for data-sharing standards vetted by both governments, a valuable asset for AI development.
While differences exist in the goals pursued by China and the US in AI development, the talks offer a chance to find responsible ways to manage risks. Rather than continuing technological advancements in isolation, both countries recognize the importance of cooperation and dialogue. Even if concrete agreements are not reached, the willingness to cooperate is seen as preferable to covertly developing AI frameworks independently.
