Amid ongoing controversies involving the Commission on Elections (Comelec), the Alliance of Concerned Teachers (ACT) is advocating for a hybrid voting system for the 2025 midterm elections.
The proposed system would combine manual vote counting at precincts with automated transmission of results, aiming to address transparency and accountability issues linked to the current automated system.
ACT argues that this hybrid approach would offer proof of vote counting, enable cross-checking of results, and cut costs by reducing the need for 100,000 voting machines and associated equipment.
The group’s push follows recent indictments involving Smartmatic executives and allegations of bribery involving Comelec Chairman George Garcia and Miru Systems, a company supplying automated counting machines.
ACT is also calling for higher honoraria for teachers serving as poll workers, with exemptions from tax, and improved safety and working conditions.
