Pasig City Mayor Vico Sotto filed a complaint with the Commission on Elections against former mayoral candidate Sarah Discaya, accusing her of campaign overspending and perjury during the 2025 elections.
Sotto alleged that Discaya’s Statement of Contributions and Expenditures (SOCE) was false, omitting major campaign costs such as YouTube ads and large billboards, while only reporting P895,000 under stationery and printed materials.
The complaint notes at least two paid video ads on YouTube and multiple billboards that were not reflected in her SOCE, potentially exceeding her legal spending limit of P1.39 million.
Sotto is also seeking a perjury case, arguing that Discaya knowingly submitted false information under oath and filed as a “concerned citizen” to uphold electoral integrity.
Discaya lost to Sotto by over 320,000 votes, and if found guilty, overspending or perjury violations could bar her from holding public office under Philippine law.
