Senator Erwin Tulfo questioned the framers of the 1987 Constitution for leaving the definition of political dynasties vague, saying it has made it difficult to pass an anti-political dynasty law.
During a Senate hearing, Tulfo noted that many lawmakers are related to one another, making the passage of such a measure unlikely.
Former Comelec chair and Constitution framer Christian Monsod countered that Congress was entrusted to craft the implementing law but has failed to do so, reflecting a lack of political maturity.
Comelec Chair George Garcia added that Congress should define the restriction, but suggested limiting candidacies up to the second degree of consanguinity as the most practical option.
Despite various attempts, including new bills filed in both chambers, no anti-political dynasty law has ever been enacted nearly four decades after the constitutional mandate.
