House Deputy Minority Leader Antonio Tinio condemned the “Budol” (swindle) scheme in the national budget, saying it has worsened under President Marcos Jr.’s administration.
Tinio described the scheme as a three-step process: reduction of programmed funds (“bawas”), insertion of new items (“dagdag”), and pursuing these funds through excess revenues (“habol”).
He pointed out that unprogrammed appropriations ballooned significantly from over P251 billion in 2022 to P807 billion in 2023, correlating with a rise in Congressional insertions.
Tinio highlighted that this increase is much higher than during the Duterte administration, especially during the 2023 and 2024 budgets, which he called the worst due to election-related spending.
Meanwhile, Executive Secretary Lucas Bersamin criticized some lawmakers for blaming the Executive branch for budget issues, following controversies over the 2026 National Expenditure Program.
