Inmates Leopoldo Tan and Fernando Magdadaro testified against former President Rodrigo Duterte, revealing alleged orders to kill Chinese nationals in 2016, driven by feelings of betrayal, according to Sta. Rosa City Rep. Dan Fernandez.
Fernandez explained that the two, who were promised P1 million each for each Chinese national killed and eventual freedom, received only P2 million instead.
He suggested that their frustration and perceived abandonment by Duterte’s administration prompted them to come forward.
The quad-committee hearing, led by Surigao del Norte Rep. Robert Ace Barbers, was surprised by the details provided by Tan and Magdadaro, who were introduced as witnesses by the Philippine Drug Enforcement Agency (PDEA).
Barbers noted that the inmates, who are close to completing their sentences, did not request any special treatment, which led the committee to allow their testimony.
