The NBI arrested super contractor Sarah Discaya on December 18 over the alleged P96.5-million ghost flood control project in Davao Occidental.
Discaya is currently in NBI custody, undergoing standard procedures, including a physical exam and Miranda rights reading.
President Ferdinand Marcos Jr. confirmed that the warrant of arrest also covers nine other individuals facing non-bailable charges of graft and malversation.
Eight DPWH officials have expressed their intent to surrender in connection with the case, with more arrests expected.
The president emphasized that the crackdown aims to address corruption in bogus infrastructure projects ahead of Christmas.
