Former Iriga City Mayor Madelaine Arlene Yorobe Alfelor was detained while former supervising administrative officer Ruben Salazar Delos Santos was arrested over an alleged P31-million malversation of government funds in 2022.
The Sandiganbayan Fourth Division issued arrest warrants against Alfelor, Delos Santos, and former city treasurer Jean Aquino Bongon in connection with the case involving alleged malversation through falsification of an official document.
The case stemmed from irregularities in the disbursement and liquidation of P31 million from the Assistance to Individuals in Crisis Situation Fund, with alleged beneficiaries reportedly not receiving the assistance listed in payrolls.
The arrests followed an Ombudsman resolution finding probable cause to indict the three former officials, while other related charges and complaints against two other former city employees were dismissed.
Iriga City Legal Officer Shane Beriña-Imperial stressed that the Ombudsman’s finding of probable cause is not a judgment of guilt.
