San Carlos City Mayor Renato Gustilo has sought the National Bureau of Investigation’s (NBI) help in probing alleged irregularities in three flood control projects worth P306 million in the city.
Gustilo said neither his office nor the local Department of Public Works and Highways (DPWH) knew about the projects, adding that his signature was allegedly forged on official documents.
The projects, awarded to contractors from Benguet and Mountain Province, were supposedly implemented without consultation or inspection by the city government.
DPWH’s national office even asked Gustilo to confirm their existence, prompting him to deny any involvement in their planning, budgeting, or implementation.
Negros Occidental Governor Eugenio Jose Lacson clarified that the issue lies between DPWH and the mayor, stressing that San Carlos still needs legitimate flood control projects to address persistent flooding.
