House infrastructure committee chair Rep. Terry Ridon dismissed Pacifico “Curlee” Discaya’s affidavit as a mere “scrap of paper” after a hearing revealed its notarization had expired in 2024.
The voided document had linked multiple lawmakers and DPWH officials to alleged anomalies in flood control projects and even referenced Speaker Martin Romualdez and Rep. Zaldy Co.
Discaya later clarified he had no direct dealings with Romualdez or CoCo.saying his mentions were based on what he heard, not transactions.
Pressed by Rep. Leila de Lima, he affirmed that the affirmation referred to his earlier Senate statement.
Rep. Gerville Luistro accused Discaya of “selective amnesia” for refusing to name alleged kickback-seekers from the Duterte era while naming officials from more recent years, calling the affidavit inconsistent.
