The Quezon City government has submitted its full investigation report on anomalous Department of Public Works and Highways (DPWH) flood control projects to the Independent Commission on Infrastructure (ICI).
Mayor Joy Belmonte pledged full cooperation with the ICI, which was created by President Marcos Jr. to probe flood control corruption over the past decade.
The investigation covered 331 projects worth PHP17 billion, revealing that only two had city permits and that 305 projects did not align with the city’s Drainage Master Plan.
Belmonte identified at least 66 “ghost projects” that were either non-existent or untraceable at their listed locations.
The city also found misclassified projects and reported worsening flood issues from some works, vowing to ensure accountability and proper governance moving forward.
