Deputy Majority Leader Rep. PM Vargas has filed House Bill No. 3415, known as the “Magna Carta of Out-of-School Youth” (OSY), aiming to protect the rights and expand opportunities for young Filipinos not enrolled in formal education.
The bill recognizes OSY as an important sector in nation-building and guarantees their access to education, vocational training, employment, healthcare, and social services.
It also mandates government programs to help integrate OSY into productive societal participation and proposes the creation of an Out-of-School Youth Welfare Council to coordinate services nationwide.
Vargas emphasized that the bill addresses the marginalization of OSY, whose needs are often overlooked in youth policies.
The measure builds on earlier efforts by his brother, former Rep. Alfred Vargas, and highlights a commitment to ensuring no youth is left behind, especially during Youth Week and International Youth Day.
