The Department of Information and Communications Technology announced the integration of blockchain technology into the 2026 General Appropriations Act to strengthen transparency and prevent the misuse of public funds.
ICT Secretary Henry Aguda said the Philippines has become the first country in the world to place its entire national budget on a blockchain system.
The initiative, called the Digital Bayanihan Chain, digitizes the full budget cycle from congressional approval to disbursement, expenditure, and reporting.
Aguda said the system creates a permanent and tamper-proof digital record of government spending that cannot be altered or falsified.
He added that while other countries use blockchain only in parts of their budget processes, the Philippines has leapfrogged by adopting a fully on-chain national budget.
