The Department of Information and Communications Technology (DICT) and the Cybercrime Investigation and Coordinating Council (CICC) are considering a possible ban on Telegram in the Philippines due to reports of its use in scams, online gambling, piracy, drug trade, and child sexual exploitation.
DICT Secretary Henry Aguda said the platform is “under observation” and warned that a block could be recommended if Telegram fails to cooperate.
Authorities cited the lack of a local office as a major obstacle in investigating cybercrimes, making coordination with the platform crucial.
CICC Executive Director Renato Paraiso emphasized the need for direct communication to identify perpetrators behind illegal activities on the app.
While a ban remains a last resort, the government is pushing for stronger cooperation with tech companies and urged the public to report suspicious online behavior.
