Japan and the Philippines have exchanged diplomatic notes for the Acquisition and Cross-Servicing Agreement (ACSA), which will take effect on Aug. 22, 2026.
The agreement establishes a framework for the reciprocal provision of supplies and services between Japan’s Self-Defense Forces and the Armed Forces of the Philippines, strengthening defense cooperation.
During a meeting on the sidelines of the ASEAN Foreign Ministers’ Meeting in Manila, Japanese Foreign Minister Motegi Toshimitsu and Foreign Affairs Secretary Ma. Theresa Lazaro welcomed the agreement’s implementation and reaffirmed their commitment to regional peace and security.
The two officials said the pact would enhance joint humanitarian and disaster response efforts while complementing the Reciprocal Access Agreement.
They also discussed broader cooperation on regional security, economic ties, ASEAN relations, and issues concerning the South China Sea.
