The Philippine government is pursuing around 9,860 fugitive workers from shuttered Philippine offshore gaming operators (Pogos), with only about 1,000 arrested so far.
PAOCC spokesperson Winston Casio said authorities have intensified operations, but many have gone underground and continue guerrilla-style activities.
A recent raid at PBCom Tower in Makati failed to make arrests, as suspects were allegedly tipped off in advance.
Casio noted that former Pogo workers are operating illegally after the industry was banned, with only 46 licensed firms remaining from the original 200.
Authorities are gathering evidence to avoid legal repercussions before conducting further raids.
