Senator Robinhood Padilla has filed a petition with the Supreme Court, seeking clarification on whether the Senate and the House of Representatives should vote jointly or separately on constitutional amendments.
This issue has been contentious, with senators generally favoring separate voting to avoid being outnumbered by the larger House.
Padilla emphasized the need for a resolution, citing constitutional ambiguities that hinder his role as chair of the Senate Committee on Constitutional Reforms.
He also referenced President Ferdinand Marcos Jr.’s call for Congress to resolve this debate.
The petition asks the Court to clarify voting requirements, including whether a majority or supermajority vote should be determined separately in each house or collectively.
