P241-B BUDGET ‘INSERTION’ SPARKS LEGAL BATTLE IN CONGRESS

House leaders dismissed allegations of illegally inserting P241 billion into the 2025 General Appropriations Act (GAA), stating they would address the accusations in the proper forum. 

The complaint, filed by ex-Speaker Pantaleon Alvarez and others, names Speaker Martin Romualdez, Majority Leader Manuel Jose Dalipe, and Reps. Elizaldy Co and Stella Quimbo. 

They face charges of falsifying legislative documents and violating the Anti-Graft and Corrupt Practices Act. 

House officials defended the budget process, with Quimbo emphasizing that authorized corrections did not compromise the law’s integrity. 

President Ferdinand Marcos Jr. signed the budget into law on December 30, 2024.
