Meralco is expanding substations and power lines and intensifying efforts to curb electricity theft to reduce system losses.
The utility is also considering smart grids and advanced meters to improve efficiency and service quality.
Meralco said part of the system loss costs passed to consumers is allowed under existing laws.
Meanwhile, electricity rates in the Visayas are expected to fall after the ERC suspended excessive line loss and congestion charges.
Rep. Marcelino Libanan said consumers may receive refunds for the erroneous charges, which reached about P1.55 billion in Eastern Visayas since January.
