Newly appointed Kim Robert de Leon vowed to prevent another flood control scandal as he officially assumed leadership of the Department of Budget and Management.
During the turnover ceremony, De Leon pledged to strengthen transparency, accountability, and faster public service in government spending.
He warned against corruption and stressed that public funds must directly benefit Filipinos.
De Leon also thanked outgoing acting Budget Secretary Rolando Toledo for his contributions to budget reforms.
His appointment comes as the DBM prepares the proposed 2027 national budget and addresses funding needs tied to the Middle East crisis and energy emergency.
