President Marcos launched “Oplan Kontra Baha” in Metro Cebu, a large-scale dredging and desiltation program targeting seven major rivers and creeks to prevent future flooding.
He cited decades of neglect that left waterways shallow and clogged, making floods like those from Typhoon Tino inevitable.
The program involves coordinated efforts from national agencies, local governments, and private partners, with heavy equipment deployed to clear silt and debris.
Additional measures include building small Sabo dams to slow upland water flow, periodic maintenance after completion, and future projects such as watershed rehabilitation and pumping station upgrades.
Marcos vowed the initiative will extend to other flood-prone urban centers nationwide, aiming for significant flood reduction before the next rainy season.
