Senator Risa Hontiveros has filed Senate Bill 1548, the “Kontra Dinastiya Act,” aiming to prohibit political dynasties and ensure equal access to public service.
The bill bars individuals related within the fourth degree to incumbent national or local officials from running for office in the same jurisdiction or through the party-list system.
Violations, including misrepresentation or non-disclosure, would be considered election offenses under the Omnibus Election Code.
Hontiveros cited the 1987 Constitution and reports showing over 80% of House district seats are held by political dynasties, which she said undermine democratic institutions and governance.
She stressed that the law is needed to promote merit-based leadership and prevent power concentration among a few families.
