The Department of Public Works and Highways (DPWH), led by Secretary Vince Dizon, filed a criminal complaint against 20 former DPWH officials in Bulacan and several contractors, including Sarah Discaya, over alleged ghost and substandard flood control projects.
The complaint accuses them of graft, malversation, and violating procurement laws, claiming they conspired to fraudulently release funds and caused damage to the government.
The officials named include former district engineers, project engineers, and budget and procurement heads, while the contractors represent various construction firms.
Dizon also requested the Ombudsman to consider wealth forfeiture and coordinate with the Anti-Money Laundering Council to investigate possible money laundering.
Separately, Dizon asked the House of Representatives to extend the deadline for submitting the DPWH’s revised 2026 budget proposal due to the volume of documents.
