EX-DPWH OFFICER ALLEGES ESCUDERO RECEIVED ₱160 MILLION IN STREETLIGHT PAYOFFS

Former DPWH Undersecretary Roberto Bernardo linked Senator Francis “Chiz” Escudero to a streetlights project in Sorsogon and alleged a PHP160-million fund delivery in a supplemental affidavit submitted to the Senate Blue Ribbon Committee.

Bernardo said Escudero requested the streetlights project during the confirmation hearing of then DPWH Secretary Manuel Bonoan in 2022 and later gave a project list through his brother-in-law.

He also claimed that Escudero, through a close friend and campaign donor, arranged a meeting in 2023 where the senator allegedly asked for the release of funds. 

Bernardo said the PHP160 million delivery occurred in early 2025, and Escudero later thanked him during a chance encounter.

Escudero denied the accusations, calling them baseless and politically motivated.
