A former Department of Public Works and Highways (DPWH) official admitted before a House committee that seeing bundles of cash on a table was “normal” practice at the Bulacan First District Engineering Office.
Brice Hernandez, a former assistant district engineer, confirmed he took photos of stacks of P1,000 bills, saying he was instructed to segregate the money for unnamed “proponents.”
Lawmakers pressed him on whether such transactions were standard, to which he replied that in their office, it was routine.
Hernandez also alleged that Senators Jinggoy Estrada and Joel Villanueva sought a 30 percent cut from questionable infrastructure projects worth billions in Bulacan, though both senators denied the claims.
Estrada challenged Hernandez to a lie detector test and vowed to file charges against him.
